I found on my '90 that the wiper, or contact, on the back of the wheel had a slot worn almost completely through and thus contact was sporadic. I simply filled up the slot with solder and filed it to shape. C'est bon.

Don't overlook the possibility that the wiper under the steering wheel could be messed up and require replacing. Those brass rings have been known to wear and distort in such a way as to short across. Also, something could be jammed in between the steering wheel and the wiper ring.

If that's the case, the steering wheel will have to be pulled in order to replace it. Not a particularly difficult job.
