After a few tests it's clear that my service valve does not close completely. I've ordered a replacement to be kept in the same box as my replacement manual filler and bleeder valves. Once the tank is empty, or nearly so (guesswork) I'll swap them all out. The regulator was replaced a couple years ago with a new two-stage one, so I reckon I'll be good to go on the propane side for quite a while.
