You need an open bleed hole between the reg and the water while measuring the levels. The propane must flow out of the regulator, not just sit there. When the valve is turned off, the levels must immediately return to even or the bleed is not working.

The point of the bleed is 2 things. One, the regulator has to be able keep the pressure right while also supplying all the gas that the appliances can consume so the bleed is a pseudo appliance draw. Two, the regulator may allow the pressure to overshoot slightly in the tubing when the gas is first turned on, so the bleed lets things stabilize.
