Yes, hole is too big or propane supply too weak. Once you have the gas on and the water level stable you should be able to plug the bleeder with little or no effect on the level. Put tape over the bleeder hole an use a pin to prick a tiny hole in the tape. If the level fails to drop when the gas is turned back off, the bleeder is blocked.
