Subject:      Back-up lights don't work

My 84 Westy is having back-up light issues. I have pulled switch, and put an ohm meter on it, and see that is it closed regardless of switch position.

So, the back-up lights should be on all the time, which they are not. So, I put a circuit tester on the leads, and neither caused the tester to light (key in on position, not running however).

The horn works, same fuse as the back-up lights.

Any ideas?
