Is there any reason one couldn't relocate the stock valve to an accessible under-dash location and shorten the operating cable?

The heater valve is not behind the dash. It is outside, behind the radiator. You change it by dropping the spare tire and reaching up there while on your back on the ground. 82 watercooled have it inside next to the glovebox but still no reason to remove the dash.
