plenty of BTDT on this exact subject in the archives. use the search, luke!

i use Devcon brand "Plastic Welder" and a metal washer to fix the broken tabs. basically you glue the washer over the broken tab, and it makes a new tab.

finding a used vanagon instument cluster with "no cracks" is pretty much impossible these days.
