If you have the broken tabs.....

Try "Goop".

I glued parts of my cluster (1981) with "Goop". Works well, though may not hold tabs as there's little surface area for Goop. It may work though. I've used Goop on the front grille. (similar lack of surface area) It's still holding.

You could also try Gooping a piece of thin sheet metal on there in place of tab. It would obviously overlap on top of exsisting plastic if enough material there. Just drill your hole first.
