Hi,

State's rights.

In California it may not be strictly illegal.  But "they" will still
give you a ticket and call it "driving without due care" (or words to
that effect) if they have a bug up their *$$.  Or if you're driving
Really Stupidly but they have nothing more direct with which to whup
you upside the head ...  

It happens!!! Eedjit was stopped on a freeway with a 3-year-old
toddler bouncing up and down on his motorcycle fuel tank... :-o   The
cops' advisors said a "child endangerment" charge wouldn't work,
despite the obviousness of it.  So that guy drove away with 30 (yes,
thirty) "fixit" tickets.  And they made sure he knew darn straight
what the problem really was!!!

But, put aside the eedjits.
