Inspect the seal as you are removing it. It may have deteriorated to the point where it is in pieces, and/or become brittle and hard. Be careful to get all of the pieces out of the seal groove and the cavity in the side of the trans/final drive. Also inspect the steel cover itself. It may have rust perforations. When my trans started to leak at the governor seal, I was surprised to find holes in the cover!
