Yes, that is correct. If you don't have really hot air spilling into the
cabin from your vents then don't worry about installing one.

I installed mine in the engine compartment and used a gate valve from a
radiant heating system I found at home depot.

I have yet to use the valve to turn my flow off, but that's due to the fact
that I have a Subaru engine and there's some question of weather or not some
coolant flow in the heater lines is required for thermostat to function
properly.

But, in addition to the valve, I removed the carpet, filled any holes to the
outside with Great Stuff spray foam insulation, put a layer of b-quiet down,
a layer of foil covered bubble wrap insulator, a new layer of carpet padding
and then put the carpet back in. This alone has significantly reduced the
heat coming into the cabin via the body metal which is being heated by the
radiator air flow. Not to mention it is much quieter up front now.

Beats me. You are to understand that I have hot toes and am hoping this
valvula will ameliorate the problem. It says here.
