Well, thank you all for your wonderfully prompt replies...

...And the prize for the suggestion that the team adopted goes to:

Jim Akiba!

As suggested by several other folks I tested the voltage at the pump,
and it was OK.  I then reversed the wires to the pump as suggested by
Jim, below, and viola!!! Pump runs. Put the wires back the right way
again, and the van started almost immediately.

So again, thanks everyone for your very prompt advice.
