Don't know if you want data from a non-Westy, but my pax syncro gets a solid 18 mpg in mixed driving...19 mpg if the highway use predominates.
The only time I get less is loaded to the nines (porta-bote inside with all it's gear and electric motor, and full camp gear, and also son) on an interstate trip doing 70mph +, and then never less than 17 mpg.
The syncro has a 2.1, a manual tranny of course, and I run 15" Rhein wheels with Bridgestone AT Dueler Revos. I need a new compressor so all the above is sans a/c.

Matching like-to-like (year, model, engine, transmission), some are
getting 3 - 5 mpg better mileage than I. None getting worse mileage.
To those who have posted suggestions, I do not accelerate heavily except
entering freeways and death appears imminent, and the mileage figure I
reported are mixed city highway, maybe 85% highway, at cruising speeds
of 55 - 60 mph, and real close to sea level. Van passes CA emissions
every time easily so I'm not running rich I reckon. Standard-size tires
inflated per spec. Do NOT hijack this into a tire thread, start your own
darn thread.
