Thanks everyone for their help. I pulled the fuse box assembly down and cleaned the contact to the fuse box for the van and pressed all the wires in there to see if anything was loose. The fan is coming on now but now I'm really worried. I get paranoid, and for good reason, when "jiggling the wires" makes it work.

Looks like I'm going to have to pick a cooler day (it's hot as hell out there) and go in there and clean all the contacts.
