I was staying out of this thread because it sounded like a 1.9 discussion, but since you asked: The original window sticker for my '87 2.1 manual trans Westy says City 16, Highway 18. And the only record I have for a full tank during which my odometer worked the entire distance is 17.25 MPG.

Close enough for government work, I'd say, but I'd love for it to be about 4-6 MPG better.
