I couldn't find anything about not using chains over snows. I would do it.

Remember, chains are an emergency item. You use them when you need to and remove them when you don't. They are amazing when you need them, and it really sucks to have them on when you don't (like when the CHP says you have to and there's only an inch of snow on the road.)

Just try them out ahead of time, make sure they clear the wheelwells, and go slow when you have them on.
