Kurt, what you describe as a fuel supply problem
as the reason for your engine stalling , may not
be the fuel pump at all.
It could be a variety of things, unrelated to
fuel.

No- the pump does not have power with the switch
on after it cycles on briefly when truning on the
switch (key)
The pump only runs constantly when the computer
receives a contant rpm signal.
You can use a jumper wire at the fuel pump relay
to test the operation of the pump.
When the engine stalls the fuel supply often gets
the blame, but from the decription you gave , it
could be something else like the air flow meter,
or Hall sender in the distributor, or the coil,
etc.
Does it start right up again after stalling?
Have the pump flow tested first.
This can be done by a shop. If you tested your
pumps before intalling them, and even after
replacing the tank, then fuel supply does not
sounds
like your problem.
