I do it my way.
Using a power tool with a wire wheel on it, I blow off all the rust, then
paint TWO coats of POR 15 on it, and just before the second one is loosing
its tackiness, I paint it with a white Rustmort color that is acceptable to
you. Then I put the rock guard back on and spray the whole thing with
undercoating where the rocks would hit it.
Done.
Sure, I would change the fill valve and the bleed valve if I have to.
It is rejuvenated, it is beautiful.
Now, if there is much too much rust under the ID plate, I would take the
plate off and see if the loss of metal is too much or it is not. And then
decide to go ahead to do it or junk it.
