Sure, test for current flow in # 3 fuse with the car off, doors closed etc.
- put a test light in series where the fuse was. If the light illuminates,
it's still drawing something.
Or.....put your test light between the positive battery terminal and the
pos. battery cable.
If *everything* is off.....the light will not illuminate.
If you have an analogue clock ....this will turn the light on some ...it'll
be bright then go dim ..this is normal.
Check grounds.
Go to the back of the fuse box and isolate the 3 circuits on fuse 3 until
...if it's one of those circuits causing the draw.....you identify which
one..........then you are down to just one problem to work on.
I never go by what a book or a owner's manual or a fuse cover says what any
fuse is for.
I'll look at it, but I don't consider it gospel at all. It may or may not be
like that.
I've had them be very hard to find....but you should be able to get it to no
current draw, or barely any. At least you know if fuse 3 is pulled, you've
eliminated the draw. Just keep expanding on that, exploring that more
deeply, like at the back of the fuse box.
Rig temporary circuits for those circuits....etc.....
'substitute and bypass' is how I troubleshoot most things.

I have an annoying problem on my '87 Westy GL, where the current draw on
my accessory circuit (fuse #3 powered continuously) is enough to kill the
battery in week's time. I leave the fuse out and it's fine. This fuse
powers the radio, cigarette lighter and the dome light. At first I assumed
it was the radio display backlight (always on), so I rewired the power to
the key-in-ignition circuit. There's nothing in the lighter socket
(sometimes I plug in my VW solar charger), and the dome light isn't on. The
Bentley manual mentions that the central locking has some sort of interface
with this circuit, but it doesn't show any and I don't see how it would. It
has it's own fuse. Anyone?
