I usually by a canvas type of material in a fabric store and a fabric glue
too.  Then cut two identical pieces and put it on while someone is holding a
two by four on the other side for resistance.
And you were right, that elastic is supposed to hold it away from the
scissors.  I found out the same way.  So, I just pulled the elastic tighter
and re-sewn it back.
