There's a welding shop in downtown Olympia I used to customize the aluminum intake manifold on my Mercedes, which leads me to believe that Seattle still has at least a dozen of these old shops around for such on-call work. Welding SS ain't brain surgery, and I bet it can be done in less than 15 minutes. You might try calling a local welding supply company and ask them which shops around there are capable of doing little projects like that. Don't over-complicate the task at hand.
