Kevin,

The 2nd lever from the top is the one that serves to open and shut the valve in the heater hose. The valve is accessed from underneath the van. Drop the spare tire carrier and look up. You can observe if moving the lever on the dash shuts and opens that valve. Often, the wire jams and kinks and no longer does its job. I've never known one that was straightened to function properly afterward.

If a bent wire is your problem then replacement is the only sure fix.

If the valve itself is FUBAR then replacement of the valve is in order.
