White smoke on start is usually unburnt or partially burnt Diesel. Not a good sign. Basically the compression in the cylinders doesn't generate enough heat to ignite the fuel. In the worst case you need an engine rebuild.

Some easier/cheaper things to check: 1. Are all glowplugs good? Just one bad/weak glowplug can make the VW Diesel much harder to start. See http://www.cs.rochester.edu/u/jag/vw/ for how to check.

2. Air or bubbles in the fuel line. Even very small bubbles cause hard starting (and sometimes bad running). Check both lines to the fuel injection pump, and the return line. A pinhole leak in either input or return lines will let the fuel system drain and it takes about a minute of cranking to refill. (This excessive cranking is not good for either starter or fuel pump)

3. Injector spray pattern. Take them out and check at a Bosch fuel injection shop. Usually found under truck service in YP.
