No additional light needed, really, the comment is pretty much spot on.

The short story is a "registered importer" who has a license to do such things. Google the term for a list. Prices usually start at about $4K US for the easy jobs, and I'll bet the Toyota will not be easy because I don't think a similar model was brought into the US.

A decade ago I wrote a bit about this regarding vanagons, and the article has been updated with links at BenT's site: http://www.vanagon.com/info/articles/buying/importing.html . However, it needs further updating since there is now a registered importer for vanagons, but I can't think of the name. Not relevant to the HiAce anyway, but maybe a good source of knowlege.

Good luck to him, but it will be a long road, I think.
