Your motor can't run at 3000 RPM without being able to breathe in a fair bit of air, so you've missed something.

The fact that it is sustaining combustion at 3000 RPM says that the air is being mixed with fuel. This should help you to narrow down the source.

Did you try any of the methods I suggested earlier?
