I had this problem on my 83.5 once. It was the steel cable that somehow was stuck or difficult to move in the tubing. To turn on the heat you move the heater control level to pull the cable. To turn if off the cable is pushed back in. My cable was bent when it was pushed (trying to turn off the heater). So each time I tried to shut off heat it was never able to pucs the cable back into the tubing. I had to remove the ash tray and the stereo to straighten the cable. It has worked since then.
