There are several conditions that can cause it to fail. The rust and bad connections may be the biggest one.

I just went all over my fuel pump circuit, to learn why it was always on with the key. Not much to it, so if you like, I will write something up for you in the morning. Do you have a voltmeter, or a 12V test light?

Do you have a Bentley, or other manual that describes the double relay connections. I can scan it, and pmail it to you if you like.
