It's for an alarm system (or whatever accessory you wire to it) and is available at most any car stereo shop for about 5 bucks. This one is called a flange-type, and fits the hole in the door perfectly using 1 screw to fasten it. You trim it to length after installation. I needed to remove the first plastic segment. I used it for foot lights below the door on the outside.
