Have you checked the fuel pressure? Make sure the fuel pressure is fine at idle then watch the pressure gauge as you get to where it sputters and dies under load.

There is very little fuel used at idle so a weak fuel delivery system can idle fine but be unable to maintain the fuel supply under load. You can watch the gauge while you add a load but a proper pressure/quantity test should be done too. About $10-20 for a cheap gauge and there is a place in the engine compartment where VW provided a pressure test hose connection. This is all simple to check, only a screwdriver and some extra fuel hose are needed in addition to a gauge. In a pinch you can use a tire gauge of the type with a dial and hose.
