I had a jetta that would do that when cold. The problem turned out to be the speedometer itself. I tamed the problem by squirting some oil into the speedometer where the cable entered. It helped, but it still made noise when cold. After that, the car became my ex-wife's problem, so I don't know if it was ever completely fixed.
