Hi Mike, I have been thinking about a watercooled inline 4 for my baywindow for a while now. I have seen one at campouts in MD and NC and it looks very doable. I would stay away from industrial engines though; they are designed for power and economy at a specific RPM and may not be suitable for driving at a wide range of engine speeds. You'd probably need to change the cam in order to make it street-able.
