Well, jeepers. I just replaced the Temp II sensor with new on Friday when replacing the water pump. The gutlessness existed before and after replacing it. If it's being caused by a temperature sensor problem, either I have two bad temp sensors (they ohm out per Bentleys, cold and warm) or Temp I is the bad boy, I guess. Your method, measuring them both through the ECU harness is nice and thorough and I will do that today.
