I think you got the connected/disconected numbers reversed. Vacuum has to make the pressure go down. Physics.

As for readings being off by a few psi, I would suspect the gauge. It doesn't matter anyway. The only real failure these things have is a bad diaphram causing fuel to be pumped into the manifold via that vacuum hose.
