John: Not sure if this would fill the bill, but Princeton Tec makes a bevy of led and brighter units most in the headlamp variety. Their Apex model sells for about $80 and focuses as you wish, but will carry the high beam some 200 feet or so. Very long battery life in economy mode. Petzl makes good ones too. Perhaps rigging the gooseneck will be the issue? Cheapest I saw was $30, many at $50, and the toppper is a Petzl torch that goes for like $129. Most of the ones that have focus-able beams run $30 and up. I guess I better throw Brunton's name in there too, but watt for watt, Princeton Tec has them beat on price and PT's are made in the US.
