It's ok to turn that screw to adjust idle.
It might not be 'the whole story' - something else could be not quite right,
of course, but you can't hurt anything by turning that screw, out for
faster, in for slower.
Did you check throttle switch contact at idle ?
I assume you're talking about .....either a 1.9 or 2.1 wbxr ....and I'm
pretty sure it's a 1.9 you have, I can 'smell' it.
( well, being a screw-in temp sensor, it would have to be a 1.9, come to
think of it. ) .
I've many times found the connections to that sensor to be the problem.
On the idle, I carefully align the throttle switch, ( see Bentley ) the
mixture screw in the AFM , and the idle screw you turned.
'power' in a stock vanagon engine ? ..that's 'relative' !

At least for now, thanks list! I replaced the temp II and after the first
time starting it did the same thing, but I realized the sensor wasn't
tightened all the way. Tried it again and the hard start/stalling seemed to
be cured, however the idle was still very low.
I ended up just adjusting the idle via the big screw on the throttle body.
I have a feeling I might have just masked something else, but it commuted
great for two days, then made the trip to Joshua Tree and back no problems.
Maybe a little low on power, but it may seem that way cause I have been
driving a V8 for a while.
Also, the persitant hicup i was getting at 3200 rpm has not happened once
since the fix.
