You are right that it's a vent line on a syncro, But it's not for the front or rear diff. It's a vent line for the sealed clutch area on a syncro, as they come from the factory, so water doesn't get in the clutch area fording streams and ponds. You don't need it on there, and personally, I wouldn't seal the clutch area. I'd want any oil that leaks into the clutch area to be able to drain right out the bottom of the bell housing area.
