If I understand correctly, there is a single solenoid in the aftermarket lock, with 2 wires going to it, and the polarity is one way for lock, the other for unlock?

It probable that both outputs are normally near ground, and providing voltage to one or the other to operate the solenoid. If that's the case, then both of your relays are normally energized, which is the current draw you see.

With a Bosch relay, the coil is between terminals 85 and 86. Try moving those connections from +12V to ground (the two center ones in the diagram). Leave the terminal 87 connections to +12V. That will also reverse the logic, so you'll also have to swap either the terminal 30s between the relays, or swap the "alarm lock outputs" to the other terminals 85/86 (the outer ones in the diagram).
