Such buy back program is to keep people from storing old clunkers on their drive way. If they don't take the offer from the buy back program they may be forced to give it up and pay for the removal cost. Believe it or not, I once received a notice from the city telling me that they would come to inspect my 84 Vanagon. If I could not prove that it is in fact drivable they would take it away. My 84 looks very decent. No dent, no rust, with completely perfect bumpers, lights, moldings, etc. I ignored it completely and waited for them to show up. They did not. Had they come I would have given them a ride on the freeway to give them a taste of Vanagon.

My point is there are many Vanagons that may be forced to the junkyard this way. I may be wrong. But I have been amazed that each time I went to the junkyard I saw 2 to 3 different Vanagons there. Each one stayed no longer than two weeks then gone forever.
