The program isn't to take cars away from people, it's an incentive to get
high emission vehicles off the road. It's a state program and a pretty
"cool" one. I think the car has to be running however.
The local utility has the same kind of program for alder that 10 year but
still running refridgerators. They give you $35 for them, which beats the
$10-$40 you would have to spend to get rid of them yourself, and, best of
all, they are handled properly, evacuated and recycled.
There is another program that was just recently funded, an abandoned vehicle
program, to help cities pay for dealing with vehicles that people just leave
when dead.
There are also city ordinances that do not allow storage of unregistered
vehicles in driveways (junk cars), but that is about keeping rats from
taking up residence in neighborhoods and halping keep up the look of the
neighborhood.
Can't say is disagree with any of these efforts.
