It was hidden a little, but he has an 84 and an 85, and the 85 doesn't slow
down as well as it should.
All 80 to 85's that I've seen have the solidly mounted caliper, with long
pins. Press-in sorta pins, with a springy device on the end of each long
pin.
If they are original calipers, I'd be suspicious of them.
In general, of the times where the brakes didn't 'bite' like they should,
working on hundreds or thousands of cars, it was often not that the pistons
weren't squeezing on the discs strongly enough, but a matter of friction
between the pads and discs.
I'd put attention in those two areas first in this case....the front
calipers ( I usually find 25 year old right front 82 to 85 right front
caliper pistons reluctant to slide back fully....like the brag drags )
...so front calipers, and pads/discs.......i always use 'repco deluxe brake
pads' .....they're an all around decent brake pad that's supposed to do
everything just right ...not much dust, no squeal, good stopping, long
life.....
You could try other types of pads, like semi-metallic, but you can get to
a deal where they don't work really well until warm - things like that.
There's some trade offs.

You did not say what year you have.
If you have the 80-85 with front pads held by long pins, look and see if
the pins have tiny cotter pins on one end. If so, those are the rarer
Girling. If not, they are the more common ATE.
On the very different 86-91 calipers, it would be more rare for them to
be ATE but there are some. Most are Girling. These years have floating
front calipers and the main visual difference in the caliper pins. The
pins are hidden in the Girling and exposed on the ATE. Also the Girlings
are held to the hidden pins with exposed 13mm head bolts. The ATE are
held to exposed pins with Allen head bolts hidden in a rubber sleeve.
Both types of 80-85 take the same square pads.
Both types of 86-91 take the same more irregular shaped pads.
