Looks like Bar Heavy duty stop leak to me, the stuff with the black pellets. If it is, it should flush out. Perhaps someone put to much in. I have flushed and changed my antifreeze every 2 years for about 8 years know and put 1/2 bottle of Bars Heavy Duty (1/2 pellets 1/2 black fluid) with no problems. A couple of weeks ago I thoroughly flushed the coolant and this time I'm trying the Subaru stop leak (1 bottle). So far so good. Does look better than the bars, hope it works as well. (thanks list!)
