It's simple, first make sure you have the right speedo for a 2WD vanagon.
There's a tiny number in white letters at the bottom of the face.
For a miles per hour 2WD vanagon speedo that number should be around 800 ..
One 86 2WD vanagon here says 805 no it.
Mph Syncro's are 1600 I believe.
 If kph is different, I forget what that should be right now - someone will
know. 
If you have the right speedo, and it reads wildly off and you're not running
some incredibly weird size left front tire, and the speedo cable is working
properly, about the only choices are a good used speedo, or send yours out
for calibration by a speedometer shop, or rebuilding if necessary.
Brokon odometer - it's almost 'normal' - happens easily on vanagons,. And
there's lots about it in archives at lots of places - a gear that slips,
strips, or gets out of place in there. 
Always only 'zero' the trip odo with the van stopped.

Me too --- My speedo also reads way high --- and I just had my speedo cable
replaced. The speedo reads 160 kph when my GPS tells me 100 kph --- and yes
that's kilometeres folks.
