Unless there's some way to get those screens out I don't see how you could seal the tank with POR15. The process is you clean the tank (Marine Clean) then etch it (Metal Ready) then seal it. To seal the tank you pour in the sealer and slosh it all around inside the tank to coat all surfaces. It would surely coat and block those screens.
