Could be the switch. I have had one apart and they are full of springs and grease. With the age of most of our vans, that grease gets old and stiff ( like some of the drivers :)) and in cold weather it is worse. They don't work very well in the morning coming out of the garage, but after sitting in the sun, the grease warms up and they work fine. You can feel it in the switch and if the window keeps moving a little way after you release the switch, it's the stiff grease inside making it slow to react.
