If you use any other fuel source than diesel or gasolene as the primary fuel source to "drive" a vehicle, all states require you to report your milage and pay road usage tax based on the manufactures estimated mpg.

Road usage tax and the hassle of filing and being audited is more than most want to deal with. This discourages many to not use alterative fuels, eclectic, propane, natural gas and methane (to name a few).

But when you use diesel or gasolene bought at the pump, you have paid all your road usage tax even if you achieve hundreds of miles to a gallon.

(Heat water (or Freon closed loop cycle engine) with gasolene for your steam engine and you don't have to report miles driven).
