And this has what to do with bringing in non-US models and faking that they
are US models ?
you mean junkyards would be the source of US model VIN tags or something
like that ?

No, it's right to the point. The scam in Washington was only because of a
crooked clerk issuing titles 'clean' titles, something that has been hinted
at a number of times whn the discussion has come up about how to get a
'good' title to an import. And second, it's been said a number of times,
eventually it can catch up with you. Those owners that have been called in
for an inspection are now wondering if they will even be able to keep their
vehicle or whether it will turn out to be stolen and not theirs anymore.
