Hi, I've never heard of clicking fuel pumps or relays ? Got plenty of juice in the battery ?, like bright headlights ? does it crank on the starter ? If I just need to get 'em running, I'll often jumper or hot wire the fuel pump, it that makes the van start and run, then I know I have a fuel pump control system problem. 'substitute and bypass' I call it - can learn a lot quickly often, plus get it running and moving.
