I'm just commenting on Mark C's reference to a "newer law in LA". Out here on the left coast they frequently tax, regulate, and permit fee the bejeebus out of various activities, then wonder why businesses flee the city. The film industry is a classic example. LA levies huge permit fees on filming in the city. Then along came Vancouver who said "we'll pay YOU to film here!" and LA saw like half of its production money leave the city.
