Ed,

It is indeed "Solely" a function of mileage. It has its own mileage counter in the black box under the van and has nothing to do with your vehicle's odometer. There is a speedometer cable that goes from the driver's side front wheel to the black box and another cable goes from the black box to the speedometer head. The switch for turning on the OXY light is within the black box. Old Vanagons turn on the light after 30,000 miles. Newer ones after 60,000 miles and the "Newest" ones don't even have an OXY light.
