Probably what caused the problem was this: when the ignition switch was replaced, the steering lock assembly was probably not adjusted to proper position after the wheel was installed. Most don't realize there is an adjustment that locates the horn contact in proper relation to the ring on the backside of the steering wheel. The entire switch cluster has about 1/2" of movement. Bending the contact 'up' worked because the cluster was improperly adjusted.
